Credit Card Purchase of Air Ticket – Should Chartered Flights and Extra Flights be Covered by the Insurance?

1.      Travel inconvenience insurance does not cover charter flights and extra flights.  Only regular flights are covered by the insurance.

2.      Conditions of Travel Insurance:
(1) The insured person should take the public transportation vehicle, pay all the expenses of the public transportation vehicle or above 80% of the tour group fee, or all the fees of public transportation during the journey by the credit card.

(2) The route is approved by the government as the regular route.

(3) Any passenger can purchase the air ticket to be on board.

If the charted flights and extra flights meet the above regulations, the flights are regarded as public transportation vehicles and should be covered by insurance.

For instance, any passenger can purchase the ticket of the regular airline routes to the Subic Bay operated by Far Eastern and Mandarin Airlines.  Therefore, the airline route conforms to the regulation of “government approved regular route”, and should be under insurance coverage.  The extra flights to transport the additional passengers should also be under insurance coverage.

The chartered or extra flights that are not covered by insurance usually refer to chartered flights by government, public or private enterprises, or individuals.  Under such situation, the general public cannot purchase the ticket.  Therefore, it does not meet the definition of public transportation vehicle, and should not be under insurance coverage.

For instance: the recent visit of President Chen Shui-bian to the Central and South America by chartered flight is not under insurance coverage even if the air ticket is paid by a credit card.

About the chartered flight tour group:

(1)   If the chartered flight is open for any passenger, the flight is regarded as a public transportation vehicle and should be covered by insurance.

(2)   If the chartered flight does not open to any passenger, the flight is not regarded as a public transportation vehicle and should not be covered by insurance.  For example, the chartered flight travel held by companies and groups.

But the precondition for the insurance coverage is that the card holder should pay all the air ticket fees (including public transportation vehicle) or above 80% of the tour group fee by the credit card.
