IC ATM Card

Functions of IC ATM Card:

Customers can use the ATMs of Bank of Taiwan to deposit, withdraw (NT$, US$, JPY and HK$), transfer account, inquire about balance amount, change password, and update the passbook record.

Within the country, customers can use the ATMs with logo to do inter-bank withdrawal, account transfer deposits, and balance inquiries.

Outside of the country, customers can use the ATMs of local banks with  logo to withdraw local currencies.

Both inside and outside the country, customers can pay by credit cards in the contract stores with logo.

Transaction Restrictions:

Machine Restrictions:

ATM restriction: can be used on the ATMs of Bank of Taiwan or other banks that offer inter-bank or overseas withdrawal or account transfer services.
POS restriction: can be used in the contract stores of Bank of Taiwan or other banks that offer inter-bank or overseas expenditure account transfer services.

Transaction Restrictions

Maximum Amount of ATM withdrawal (Note: per day refers to calendar day)

Within the country: maximum amount per day is $100,000. Maximum amount per transaction is NT$30,000 (for ATMs of the Bank), NT$20,000 for ATMs of other banks.
Overseas: Maximum amount of local currency withdrawal per day is equivalent of NT$100,000, but should also abide by the regulation of local banks.
Both inside and outside of the country: the total of ATM withdrawals and POS expenses account transfer per day should not exceed NT$100,000 per day.

POS expenditure account transfer: (Note: per day refers to the working day of the Bank)

Maximum amount per day is the equivalent of NT$100,000 in local currency.
The total of domestic and overseas POS expenditure account transfer and ATM withdrawals per day should not exceed NT$100,000.

ATM account transfer: (Note: per day refers to the working day of the Bank)

Maximum number of designated transfer-outs: 8
Maximum number of designated transfer-ins:

From designated accounts: 8
From non-designated accounts: unlimited (Starting from June 1, 2004, new ATM card holders need to apply to have this function.)

Banks that accept account transfer-ins must be the member banks participated in the financial system inter-bank account transfer operations.
Maximum amount of transfer-out:

For designated accounts:

a. Maximum of NT$2 million per account per transfer.

b. The total amount per day should not exceed NT$2 million.

For non-designated accounts:

a. Maximum of NT$30,000 per account per transfer.

b. The total amount per day should not exceed NT$30,000.

The total amount of designated and non-designated accounts should not exceed NT$2 million per day.

             5. For designated account transfer, please fill in the application form and apply to the

               deposits bank.

Service Fee, Exchange Rate

ATM Withdrawal Service Fee

Inter-bank withdrawal: NT$6 per withdrawal

Overseas withdrawal: NT$75 per withdrawal + network service fee (1.1% of the withdrawal amount charged by MasterCard.

ATM Transfer Service Fee

Inter-bank transfer:
1. Transfer to accounts of other banks or accounts of other departments of Bank of Taiwan (use ATMs of other banks): NT$17 per transfer.
2. Transfer to accounts of other banks (use ATMs of Bank of Taiwan): NT$17 per transfer.
3. Transfer to accounts of the same departments of Bank of Taiwan (use ATMs of other banks): NT$6 per transfer
Intra-bank transfer:
Transfer to accounts of Bank of Taiwan (use ATMs of Bank of Taiwan): exempt

POS Expenditure Account Transfer Service Fee (Maestro transaction)

Service fee is waived for shopping in both domestic and overseas contract stores. But for overseas transaction, the customer needs to pay network service fee (1.1% of the transaction amount charged by MasterCard).

International Network Service Fee

For each transnational transaction, the international organization charges 1.1% of the amount of transnational withdrawal and expenditure account transfer as the network service fee.

※ The above fees are deducted from the customer’s deposits account.

Exchange Rate Conversion

The overseas withdrawals and expenditures will be converted to NT dollars to be deducted from customers’ accounts. The exchange rate conversion is calculated by:

Ÿ If the transaction currency is not USD, it will first be converted to USD based on the listed exchange rate of the Bank for International Settlements, then converted to NT$ based on the listed USD cash exchange rate of Bank of Taiwan.

Ÿ If the transaction currency is USD, it will be directly converted to NT$ based on the listed USD cash exchange rate of Bank of Taiwan.

Report of Credit Card Loss

If the card is missing or stolen, please report to the Bank through one of the following ways:

Report of loss through Internet banking: customers of the Bank’s Internet banking services can use the Internet to report the loss of card.
After reporting to the Bank of the loss of credit cards and applying for payment stop through the above methods, please contact the deposits branch to report the loss in written forms as soon as possible.

Notice:

Please remember your password. Do not disclose or write the password on the card. Keep the password and card separately to avoid being stolen.
Please change the password of the ATM card regularly. Do not use the date of birth or ID number as the password. And remember to cover by hand while entering the password on ATMs.
Please report any abnormal situation of the ATMs to the banks when you are doing ATM transactions.
The use of ATM card will be forbidden if the wrong entries of the magnetic stripe password have reached the maximum times allowed. Please contact the Bank to change the card.
The card will be locked if the wrong entries of the IC card password have reached the maximum times allowed. Please contact the deposits branch to unlock the card.
If the card is confiscated by the ATM, please contact the Bank immediately. Change the password after getting back the card.
While using the IC ATM card issued by the Bank overseas, the password is the same as the one used domestically. But remember to press “ENTER” after inputting the password on the overseas ATMs.
While doing ATM transactions overseas, the card will be confiscated by the machine if the password is entered incorrectly for the maximum times allowed. Contact the local bank that offers the ATM services, showing your passport, signature and ID card number to get back the card. If you fail to get back the card within 24 hours, the card will be cut by the bank. You need to come to Bank of Taiwan after you return to the country to apply for a new card.
Within the country, the card that is confiscated by the machine will be returned to the issuance bank. Once receiving the card, the Bank will inform you as soon as possible to come and take the card.

※ For other issues, please refer to Bank of Taiwan’s service agreement of IC ATM card.

Operation Instructions of ATMs:

1. After receiving the IC ATM card:

(1) Start the card on any ATM of the Bank that offers IC card services.

(2) The previous ATM card will be automatically cancelled to avoid being confiscated by the machine.

◎ How can I know whether the ATM offers IC card services?

The banks will affix the logo (same as the logo on the lower left of the back side of the IC card) on ATMs that offer IC card services.

After the card holder inserts the card into the ATM, the words “please enter IC card password” should appear on the screen if the ATM offers IC card services. Enter the 6-12 digit password of the IC card. If the words “please enter ATM password” appear on the machine, it means the ATM only provides magnetic stripe card services. Enter the 4-digit magnetic stripe password.

2. Starting the IC card

Condition: after receiving the IC card, you must start the card on any of the Bank’s ATMs offering the IC card services before you can use the card. You can also start the card on the financial POS of the local branches.

ATM Operation Instruction:

(1) Enter IC card password (please enter the IC card password shown on the password letter: a 6-digit number).

(2) ATM will automatically start the card, and the words “starting the card, please wait” will appear on the screen. After the starting process is completed, you can continue with other transactions.

3. Change the Password of the IC Card:

Condition: include change of magnetic stripe card password and change of IC card password. The change of magnetic stripe card password (a set of 4-digit number) can only be processed on the ATM of Bank of Taiwan. The change of IC card password (a set of 6-digit to 12-digit number) can be processed on ATMs or Internet ATMs of the Bank or other banks. It is recommended that the customer uses the ATM or Internet ATM of the Bank to change the password to avoid incompatibility of different processing systems used by different banks.

ATM Operation Instruction:

(1) Enter IC card password (a set of 6-digit to 12-digit number)

(2) Press “other transaction” key

(3) Press “change password” key

(4) Choose “magnetic stripe card password change” or “IC card password change”

Please complete the password change procedure according the instructions shown on the screen.

4. Update the Designated Transfer-out/Transfer-in Accounts in the IC Card

(1) The designated transfer-out accounts are restricted to be the accounts of Bank of Taiwan, but there is no such restriction for the designated transfer-in accounts.

(2) If the customer needs to change the transfer-out/transfer-in accounts, please apply at the counters of Bank of Taiwan. After the counter staff completes the relative process, the customer can update the account on the IC card.

ATM Operation Instruction:

(1) Enter IC card password (a set of 6-digit to 12-digit number)

(2) Press “other transaction” key

(3) Press “update IC card transfer-out/transfer-in account” key

The account will be automatically updated. The customer can continue with other transactions after the update is completed.

5. Other Frequent-used Transactions:

(1) Fast withdrawal:

ATM Operation Instruction: customers can use either IC card or magnetic stripe card

(1) Enter the password: a set of 6-digit to 12-digit number for IC card, a set of 4-digit number for magnetic stripe card.

(2) Press the “amount to be withdrawn” key: the amount will be deducted from the card account (default transfer-out account)

Please complete the withdrawal transaction following in the instruction shown on the ATM screen.

(2) Withdrawal of other amount:

ATM Operation Instruction: customers can use either IC card or magnetic stripe card

(1) Enter the password: a set of 6-digit to 12-digit number for IC card, a set of 4-digit number for magnetic stripe card.

(2) Press the “other transaction” key.

(3) Press the “withdrawal” key

A. For magnetic stripe card transaction, please enter the amount to be withdrawn, and follow the instruction shown on the ATM screen to complete the transaction.

B. For IC card transaction:

a. If there is no other designated transfer-out account, please enter the amount to be withdrawn, and follow the instruction shown on the ATM screen to complete the transaction.

b. If there is other designated transfer-out account, the customer can choose to withdraw from other transfer-out account. Press the “select withdrawal account”, enter the amount to be withdrawn, and follow the instruction shown on the ATM screen to complete the transaction.

(3) Transfer transaction:

ATM Operation Instruction: can use either IC card or magnetic stripe card

(1) Enter the password: a set of 6-digit to 12-digit number for IC card, a set of 4-digit number for magnetic stripe card.

(2) Press the “other transaction” key.

(3) Press the “transfer” key

A. For magnetic stripe card transaction, please enter the transfer account and amount to be transferred, and follow the instruction shown on the ATM screen to complete the transaction.

B. For IC card transaction:

a. If there is no other designated transfer-out account, please enter the transfer account and amount to be transferred, and follow the instruction shown on the ATM screen to complete the transaction.

b. If there is other designated transfer-out account, the customer can choose to transfer from other transfer-out account. Press the “select withdrawal account”, enter the transfer account and amount to be transferred, and follow the instruction shown on the ATM screen to complete the transaction.

◎ From June 1, 2004, the new ATM card issued does not have the function of “non-designated transfer-in account”. The customer needs to apply for this function at the counter of the Bank. After the counter staff completes the relative process, the customer can proceed with the non-designated transfer-in account transactions on ATMs or Internet ATMs.

Explanation of Key Words Used in Overseas ATM Withdrawal:

Since the types of ATMs in other countries are different from those used in Taiwan, there might be some differences in the process of withdrawal. In order to help you with the overseas withdrawal transactions, the Bank provides the following key words used on the ATMs of foreign countries for your reference.
