Pursuant to the agreements between Chinese Taipei and WTO members, Tariff Rate Quota (TRQ) will be offered in connection with the import of twenty four (24) items(currently 16 items) of agricultural products. Bank of Taiwan (BOT) is entrusted by Ministry of Finance (MOF) to administer the allocation of TRQ.
一、 The allocations of tariff quota for 16 items of agricultural products mentioned in the preceding paragraph would be granted by the following two methods:
(一) 、TRQ allocated on a first-come, first-served basis (System 1):
1. Products:
E. Deer velvet F. Fresh pears (excluding European pears) G. Bananas
2. The allocations for the first two years would be granted on a first-come, first-served basis. After the first two years, and in each year in which allocations were made under this system, applicants for an allocation of the quota would receive an allocation at least as large as the average of the amount actually imported by the applicant in the prior two years.
3. The applicants should send the following documents to Bank of Taiwan, Department of Trade(BOT/DT) during the period of application:
(1) Filled “Application Form for Global Tariff Rate Quota”
(2) Copy of Registration Card for Exporter/Importer or applicant’s basic record from Board of Foreign Trade
(3) Copy of Business Registered Certificate
(4) Original Receipt of Post Office Fund-Transfer for Service Charge (NTD1,000)

二、TRQ allocated through a competitive process (Systems 2 & 3):
1. Products:
H. Red Bean/ I. Liquid Milk/ J. Peanuts/ K. Garlic Bulbs/ L. Dried Shiitake/ M. Dried Day Lily/ N. Young Coconut/ O. Betel Nuts/ P. Pineapples/ Q. Mangoes/ R. Shaddocks/ T. Dried Longans/ Y. Rice
2. Quotas shall be allocated in order of the premiums the bidders offered.
3. The bidder shall submit filled bidding form with check of bid bond and copy of Registration Card for Exporter/Importer or applicant’s basic record(if bid for rice, valid Registration Certification for grain dealer is required.) to BOT/DT’s designated P. O. Box within the deadline of bidding.
