I. Preface
(1) Trade-Van
"Planning and Promotion Team of Ministry of Treasury for Automation on the Customs Entry" was founded on November 9th of 1980, with name of "Customs Entry Team", on purpose of the establishment and development for customs information trade valued net, called as "Trade-Van".
Trade-Van was reorganized to a private-run company (with 40% of governmental stock share and 60% of private share) as Trade-Van Co. Ltd. on July 1st of 1996.
(2) EDI-Electronic Data Interchange
EDI is usually specified as the electronic data of business communication in the standardized form recognized by business institutions and transferred in an electronic way through telecommunication Internet and computer systems of them. It greatly reduces the original difficulties on human process and paper transmission through techniques of combinations between computer and telecommunication. Taking the example of customs formalities, those customs documentation used to transmitted by men are processed through electronic data transmission, that is, customs entry will be finished in a very short term through EDI on declaration, duty payment, and proof with the connection between the Trade-Van and computers of customs brokers and Customs.
II. Objectives
"On-line Customs Duty Payment" of bank (abbreviated "Customs Duty Payment") mainly provides banks to interchange data with clients (declaration business and import/export industries) and customs through EDI on Trade-Van, and thus helps on achievement of payment automation and speed-up on customs entry formalities.
III. Work Scope
On-line clients (customs brokers and import/export industries)can send the money transfer instructions to banks through computer systems, or hold the approved tax certificate (such as Tax Notification approved by Customs) and pay in domestic banks directly linking with Trade-Van and ably transmitting credit advices to customs through it.
(1) EDI On-line Debiting (briefly called "On-line Debiting")
Clients (customs brokers and import/export industries) start "Payment Details" signals to process crediting in banks through Trade-Van, and banks send "debit confirmed" and "credit advice" respectively to clients and Customs also through it.
(2) On-line Debiting of Temporary Desk (also called "Payment of Temporary Desk")
Clients hold "Tax Notification" and pay in banks linking with Trade-Van, desk staff processes crediting, and finally banks send "credit advice" to Customs through Trade-Van.
