WTO TRQ
Pursuant to the agreements between Chinese Taipei and WTO members, Tariff Rate Quota (TRQ) will be offered in connection with the import of 24 items of agricultural and fishery products(Currently, there are 16 items of agricultural TRQ). Bank of Taiwan (BOT) is entrusted by Ministry of Finance (MOF) to administer the allocation of TRQ. Besides, BOT is also entrusted by Council of Agriculture (COA) to purchase the rice quota for central authorities by opening tender.
The allocations of tariff quota for 24 items of agricultural and fishery products mentioned in the preceding paragraph were granted by the following two methods:
TRQ allocated on a first-come, first-served basis (System 1):
Products:
A. Chicken meat B. Pork belly C. Pork offal D. Poultry offal E. Deer velvet F. Fresh pears (excluding European pears) G. Bananas.
Items of A, B, C and D have been eliminated from TRQ since Jan. 1, 2005.
The allocations for the first two years would be granted on a first-come, first-served basis. After the first two years, and in each year in which allocations were made under this system, applicants for an allocation of the quota would receive an allocation at least as large as the average of the amount actually imported by the applicant in the prior two years.
Any remaining quota amounts or increases in the quota amount after allocations by actual importation volume shall be allocated on a first-come,first-served basis. The applicants should send the following documents to Bank of Taiwan, Department of Precious Metals during the period of application:
Filled out “Application Form for Global Tariff Rate Quota”
Copy of Exporter/Importer or applicant’s basic record from Board of Foreign Trade
Commerce Industrial Registration Data
Original Receipt of Post Office Fund-Transfer for Service Charge (NTD1,000)

TRQ allocated through a competitive process (Systems 2 & 3):

Item U. Sugar and items S. Persimmons, V. Mackerel, W. Carangid, X. Sardine has been eliminated from TRQ since Feb. 7, 2005 and Jan. 1, 2008 respectively.
Quotas shall be allocated in order of the premiums the bidders offered.
The bidder shall submit filled bidding form with check of bid bond and copy of Exporter/Importer or applicant’s basic record to BOT’s designated P. O. Box within the deadline of bidding.

Rice Quota:
In the first year of Chinese Taipei’s accession to WTO, the size of quota shall be 144,720 metric tones (calculated on a brown rice basis). The portion of rice quota imported by central authorities shall be sixty five percent (65%) or 94,068 metric tons. Please refer to Government Procurement Gazette or Bank of Taiwan, Department of Procurement's website for details. The remaining portion of thirty five percent (35%) or 50,652 metric tons shall be imported from WTO members by private sectors who have received the rice quota through Department of Precious Metals.
FTA/ECA TRQ
In addition to WTO TRQ(tariff rate quota), the Republic of China(ROC) has been engaging in strengthening economic relations with other nations through the negotiation of bilateral Free Trade Agreements(FTA) or Economic Cooperation Agreement(ECA). Upon the entry into force of above agreemet, some sensitive agricultural, poultry, livestock and fish products originating and imported from the contracting nations shall be granted TRQ.
Bank of Taiwan is entrusted by Ministry of Finance of ROC to administer the allocation of TRQ with duty free under ECA/FTA on a first-come, first-served basis or a competitive process . The procedure of the application is the same as that of WTO TRQ.
For the time being, the quotas allocated and administered by Bank of Taiwan are as follows:

AGREEMENT BETWEEN THE SEPARATE CUSTOMS TERRITORY OF TAIWAN, PENGHU, KINMEN AND MATSU AND NEW ZEALAND ON ECONOMIC COOPERATION
Product:deer velvet
Method of Allocation:on a first-come, first-served basis
For the first two years following entry into force of the Agreement, the ECA TRQ shall be allocated on a pro-rata basis to those applicants who have traded in New Zealand deer velvet in the 2011 and 2012 years
For the third and subsequent years following entry into force of the Agreement, applicants for an allocation of the quota shall receive an allocation at least as large as the average of the amount actually imported by the applicant in the prior two allocation periods under the TRQ.
Any remaining quota amounts and increases in the quota amount shall be allocated to applicants on a first-come-first-served basis. The procedure of application is the same as that of WTO TRQ.

FREE TRADE AGREEMENT BETWEEN THE REPUBLIC OF PANAMA AND THE REPUBLIC OF CHINA (TAIWAN)
Product:prepared or preserved chicken, pork belly, pineapple, mackerel, carangid, sardine.

The procedure of submitting bid is the same as that of WTO TRQ.
